Kingston Community Legal Clinic (KCLC) is a non-profit community legal clinic serving low-income residents of the City of Kingston, Townships of South Frontenac and Frontenac Islands. Financial and geographic eligibility will be assessed during the intake process.
Community legal clinics provide a variety of services including legal advice, legal representation, public legal education, community development and law reform initiatives. The level of service a client receives is determined on a case by case basis. If we cannot represent you, we may refer you to another agency or assist you in representing yourself.

AREAS OF LEGAL SERVICE
Rental Housing
We assist tenants covered under the Residential Tenancies Act (RTA) and specialize in eviction matters. We also provide duty counsel services to tenants who have a hearing before the Landlord and Tenant Board with priority going to tenants facing eviction.
Income Security
We provide legal services for income security matters relating to:
- Ontario Disability Support Program (ODSP)
- Ontario Works (OW)
- Employment Insurance (EI)
- Canada Pension Plan – Disability Benefits (CPP-D)
- Appeals to the Social Security Tribunal
Education
We provide education law services in Kingston as well as the catchment areas of partnering legal clinics. Education law services include expulsions, suspensions and special education.
Human Rights
We provide assistance in Human Rights matters relating to discrimination in rental housing and discrimination in the provision of social assistance.
Consumer Debt
We assistance with consumer debt matters including energy contracts, bank garnishment and payday loans.
